As part of Amendment Package 1, a number of Planning Scheme Policies (PSPs) are also being updated, added or removed.

Planning scheme policies provide guidance on how to satisfy assessment criteria contained in the planning scheme. The PSP's sit alongside the codes and provide the technical standards, design requirements and guidance for preparing development applications.

Amendments to existing policies are proposed to improve guidance and alignment with the other proposed amendments to the planning scheme. New policies are also proposed.

Overview

The following Planning scheme policies to be removed:

  • Planning scheme policy for Heritage and neighbourhood character overlay code – see new individual policies below.
  • Planning scheme policy for environmental and vegetation offsets – see new Planning Scheme Policy for environmental assessments and management below.

New Planning Scheme Policies

The purpose of this planning scheme policy is to: -

  • Provide advice about the purpose and outcomes contained in the Character overlay code; and
  • Identify information that may be required to support a development application on a site located in a character precinct including:
    • Condition reports; and
    • Character Assessment Report.

The purpose of this planning scheme policy is to:-

  • Provide applicants with guidance on key processes and documents used to demonstrate compliance with the Heritage overlay code provisions;
  • Provide advice about achieving the purpose and outcomes contained in the Heritage overlay code;
  • Identifying information that may be required to support a development application where on or adjoining a Local Heritage Place including:
    • Conservation management plan
    • Condition report
    • Heritage impact resort
    • Archival recording
    • Archaeological assessment and management plan.

The Planning scheme policy for development works has been reviewed, restructured and updated to:

  • Provide advice and guidance about achieving outcomes in the relevant planning scheme codes as contained in the Planning Scheme;
  • Identify development and design standards for works undertaken as part of new developments which require Council approval and details standards and procedures for contributed assets with regard to construction, compliance, acceptance; and
  • Provide advice and guidance for the design and construction of infrastructure works which reflects sound practice in engineering, landscape, environmental management and natural resource planning and sustainability, while also addressing considerations relating to whole of life cycle costs, safety, accessibility, function and aesthetics.

The planning scheme policy is to is to assist applicants to:

  • Provide information the Council may request to accompany a development application;
  • Satisfy an assessment benchmark which identifies this planning scheme policy as providing that guidance or advice;
  • Appropriately address and assess impacts to the natural environment, including how to retain environmental values, and avoid and mitigate impacts from development and other activities; and
  • Adequately address the strategic framework, purpose, overall outcomes, performance outcomes and/or acceptable outcomes stated in relevant use or development codes by clearly articulating Council’s requirements for the preparation of reporting to support a development application.

The purpose of the bushfire planning scheme policy is to support the Bushfire Hazard overlay code and:

  • provide guidance for the preparation of documentation that identifies the risk to people and property from bushfire hazard;
  • identify information that the local government may require or request for a development application in a bushfire prone area;
  • provide guidance about satisfying assessment criteria in the planning scheme relative to bushfire hazard;
  • identify mitigation measures to be incorporated into the siting and layout of development;
  • provide relevant standards for development to achieve acceptable outcomes; and
  • by identifying potential risks associated with the bushfire hazard, and recommending mitigation actions that will successfully manage these risks - reduce the risk presented to persons and property to a tolerable level.

The policy intent of the Planning scheme policy for garages, carports and outbuildings is to provide design guidance where garages/carports extend into the acceptable frontage setback requirements.

The purpose of this planning scheme policy is to provide guidance on compliance with assessment benchmarks relating to:-

  • Places types;
  • Design principles;
  • Housing diversity and urban consolidation; and
  • Design of medium-rise and high-rise buildings.

The policy intent is for reticulated sewage to be provided during the subdivision and development of land. Where reticulated sewerage cannot be provided, the policy provides guidance for on-site sewage disposal requirements.

The purpose of this planning scheme policy is to provide guidance for planning, designing and delivering waterway corridors.

The policy is a Masterplan for the Hervey Bay Medical Precinct which provides guidance for compliance with the overall outcomes of the Mixed Use zone code, precinct MU7 (Hervey Bay Medical Precinct).

Planning scheme policy for information council may require

  • Largely unchanged, with minor updates to remove matters now addressed through new Planning Scheme Policies.

Planning scheme policy for Urangan Harbour Master Plan

  • Largely unchanged, with minor administrative updates only.
